- The Department of Planning, Codes and Engineering,
as of July 1, 2006, no longer does Initial
Subdivision Reviews. The research to provide
information regarding subdivision potential should
be attained by a surveyor, attorney, or other land
development specialist.
- The lots must have Caroline County Environmental Health
Department approval. Contact the Environmental Health
Department to complete a Water & Sewer Verification
and Soil Evaluation (Perc) Test.
- All lots must meet the minimum requirements set forth in
the Caroline County Code of Local Public Laws for the
appropriate zoning district.
- Forest Conservation Regulations will apply to all
lots.
- All lots must have sufficient area outside all
sensitive areas (i.e. Floodplain, Wetlands,
Streams/Ditches, Forest Conservation Easements, and
Public Drainage Ditches) and their buffers for all
improvements (i.e. Well, Structures, and Driveways).
- Development Excise Tax is applicable on all newly
created lots that do not have an existing dwelling. School
Construction Excise Tax = $5,000.00 per lot. Agricultural
Preservation Excise Tax = $750.00 per lot in R-Rural
Zoning Districts only. This rate is subject to change
and will be determined at the time the subdivision plat
is recorded.
- Transferable Development Rights (TDRs) are available on
the basis of one (1) TDR per fifteen (15) acres. TDRs may
be sold, banked or transferred to an approved TDR
Receiving Area. For more information, call our office

The Caroline County Zoning and Subdivision Regulations from the
Caroline County Code of Local Public Laws are available for
